- Los costarricenses forman parte del 8.4% de la población mundial con mejores democracias.

¿Cómo afectó la pandemia a la democracia en 165 países? Esta fue una de las preguntas claves que se planteó la Unidad de Inteligencia de *The Economist* para efectuar la 13 edición del [Índice de la Democracia 2020](https://www.eiu.com/n/campaigns/democracy-index-2020/). En el caso de Costa Rica, la respuesta fue positiva pues ha sido el año con mejor calificación: 8.16 de una escala del 1 al 10.

La calificación dista de la primera evaluación efectuada en 2006 cuando el país obtuvo 8.04. Además, Costa Rica destaca como el cuarto país del continente americano con mejor calificación, solo antecedida por Canadá, Uruguay y Chile; y está en el número 19 de los 23 países con “democracias plenas” o *full democracy* como lo cataloga el estudio.

¿Qué significa esto? Los costarricenses forman parte del 8.4% de la población mundial con mejores democracias. El grueso de la población mundial, un 41%, forma parte de las “democracias defectuosas”, seguidos de 35.6% de habitantes que se encuentran en un “régimen autoritario”, mientras que el 15% de la población está en regímenes híbridos.

El año anterior,[Costa Rica se unió](https://www.cinde.org/es/noticias/ingreso-de-nuestro-pais-a-la-ocde-es-un-hito-en-la-historia-de-costa-rica) a la Organización para la Cooperación y Desarrollo Económicos (OCDE), entidad a la cual la Unidad de Inteligencia de *The Economist* señala su aporte a las democracias: “La predominancia de países OCDE entre los que se clasifican como “democracias plenas” sugiere que el nivel de desarrollo económico es una limitación significativa, si no fundamental, para el desarrollo democrático”.

El índice del 2020 obtuvo un promedio global de 5.37, es decir 0.07 puntos menos que la calificación del 2019. Asimismo, es el peor puntaje mundial desde que se elaboró el índice por primera vez en 2006, lo cual se atribuye a las secuelas de la pandemia y medidas adoptadas por los respectivos gobiernos.

Pese a los retos generados por la pandemia, Costa Rica sigue ondeando su blanco, azul y rojo con orgullo en este 2021, año cuando celebrará su bicentenario de independencia.
